We have recently submitted additional information and updated plans to Leicestershire County Council in support of our planning application for a northern and south-eastern extension to Mountsorrel Quarry. This follows a request from the County Council in May 2024 for further detail as part of the statutory planning process, known as a Regulation 25 request.
The new information provides further clarity and updates across a wide range of environmental topics, including:
- Ecology – updated surveys and details of proposed mitigation and compensation, covering species such as badgers, bats, Schedule 1 birds, invertebrates and fungi.
- Water Management – additional detail on existing surface water management features.
- Landscape and Visual Impacts – design of the proposed northern landform.
- Noise – updated Noise Management and Monitoring Plan.
- Dust and Air Quality – updated Dust Management and Monitoring Plan.
- Public Rights of Way – information on existing and proposed permissive footpaths.
- Archaeology and Cultural Heritage – further assessment of local heritage features, including the Moated Lodge, Quorn House and Mountsorrel Conservation Area.
At the Council’s request, we have also provided clarification on the proposed diversion of Wood Lane, including a Stage 1 Road Safety Audit, as well as cross-sectional drawings of the northern landform and proposed access into the grounds of Quorn House.
We have also updated the Climate Change Assessment following the Supreme Court ruling in the case of R (Finch) v Surrey County Council made in June 2024 – although it did not form part of the formal Reg 25 request as it took place afterwards.
Leicestershire County Council will shortly be running a public consultation on this further information, giving residents and stakeholders another opportunity to share their view.
Malcolm Lawer, Head of Strategic Planning and Geology – Central at Tarmac, said:
“We have worked closely with the County Council and other consultees to provide the additional information requested as part of the statutory planning process. The supporting information builds on the robust environmental assessments that supported our original application. We remain committed to engaging openly with residents and stakeholders as the application progresses.”
The original planning application was submitted in October 2023 and validated under reference 2023/EIA/0096/LCC. The planning application and additional documents can be viewed on the County Council’s online Planning Register using the same reference.
It is anticipated that the application will be considered by the Council’s Development Control and Regulatory Board in 2026.
